About Annex IV of Regulation (EC) No 1223/2009

Annex IV of Regulation (EC) No 1223/2009 contains the positive list of colorants authorised for use in cosmetic products within the European Union. Only colorants expressly included in this annex may be used for cosmetic colouring purposes; any colorant not listed is prohibited by default. Each entry specifies the scope of application: whether the colorant may be used in all cosmetics, only in rinse-off products, in products that do not contact mucous membranes, or with additional restrictions for the eye area. Some colorants also carry purity or maximum concentration restrictions. The Colour Index (CI) number provides unambiguous identification of the substance. BD-API synchronises changes to Annex IV and proactively notifies connected management systems, reducing non-compliance risk during reformulation.
