About Annex II of Regulation (EC) No 1223/2009
Annex II of Regulation (EC) No 1223/2009 lists the substances whose use is expressly prohibited in cosmetic products placed on the European Union market. Inclusion in this annex results from the scientific assessment of the Scientific Committee on Consumer Safety (SCCS), which determines that the substance cannot be used safely in any cosmetic product regardless of concentration or category of use. Once the prohibition is published in the Official Journal of the EU through a Commission Regulation, manufacturers and Responsible Persons are given a transitional period to withdraw non-compliant products from the market.
